Hernandez, the director of public health sector, gave information about a
reform that on his point of view would be correct and necessary in México. He
gave three principal points:

Sanitary gestation areas to be made, it would create health sector service
network areas, which would be in charge of administrate a determinate
population sector, improving the service.
2. -
administrators of the health sector would be forced to be on charge of a public
offer sector, meaning they would be on charge of giving a proper service to
everyone inside that sector, only corresponding to them.

Authorities would watch over the
administrators in the related securing and care of the population, making this
a way to control the service quality, making the user and the service givers
somehow protected.
